MANILA, Feb. 18 () -- The Government of the Philippines ( GPH) asserted on Saturday that the "key" to the resumption of the peace negotiations with the Communist Party of the Philippines-New People's Army-National Democratic Front of the Philippines (CPP- NPA-NDFP) is the compliance on the terms of the Oslo Joint Statement (OJS) which both parties signed a year ago.This was in response to a statement released by NDFP panel chairman Luis Jalandoni who maintained that adhering to the Joint Agreement on Safety and Immunity Guarantees (JASIG) is the key to restart the talks that have been stalled since the last formal talks in February 2011, government chief negotiator Alexander Padilla said.Although the GPH panel agreed with Jalandoni's view that JASIG is important, he said, "JASIG compliance requires verification without which the process lacks integrity."Invoking the OJS, he said that the Aquino administration will continue to work on appropriate measures to effect the expeditious release of all or most of the 14 NDFP listed JASIG consultants and personalities before the second round of formal talks.But he said the release would be subject to verification as provided in the JASIG Supplemental Agreement or on the basis of humanitarian and other practical reasons.Last year, the government already released five NDFP consultants after proper court proceedings and as part of the government's confidence-building measures.The NPA, armed wing of the Communist Party of the Philippines, has been waging a guerrilla campaign in the countryside for four decades. Military estimates the NPA strength at more than 4,000 men scattered in more than 60 guerrilla fronts throughout the country.

ISLAMABAD, July 25 () -- Pakistani cabinet Wednesday decided to register a case against British tabloid The Sun in British courts for publishing a false Olympics passport scam report, officials said.The Sun had claimed to have broken into a crime ring which was issuing fake passports and visas, giving potential terrorists a chance to sneak into Britain along with Pakistan's Olympic delegation.The Cabinet took cognizance of the media reports regarding alleged passport scam and said the British tabloid has splashed the story which is totally incorrect, false and malicious.An official informed the Cabinet that National Database Registration Authority (NADRA) has won 66 million U.S. dollars project in Kenya recently beating some British international firms in the bidding process. The Sun's story seems to have been crafted to defame Pakistan, according to an official statement.The Cabinet directed NADRA to immediately file a libel suit against The Sun in consultation with Ministry of Law and Justice.Official sources said the lawsuit to be filed will be for 10 billion rupees (about 106 million U.S. dollars) in damages.The cabinet also ordered the Federal Investigation Agency (FIA) to halt investigations pertaining to Olympics visa scam cases in light of its recent decision to file a lawsuit against the aforementioned tabloid.A Lahore-based politician Abid Chaudhry was accused by the tabloid for bypassing stringent security checks to smuggle people to London under the garb of Pakistani officials in exchange for a payment of one million rupees (about 11,000 U.S. dollars).The FIA had also arrested 11 suspects in relation to the scams believed to be carried out by Chaudhry and other officials.The government was conducting investigations in the matter, including seeking the full profile of Abid Chaudhry whereas the FIA and other agencies were conducting their own investigations.

NAIROBI, Dec. 8 () -- Kenyan lawmakers have called for more funding to reduce the deaths of mothers and babies during childbirth, noting corruption was eating up two-thirds of existing funding.The legislators, wrapping up a two-day meeting late Wednesday, called on the government to implement the African Union (AU)'s maternal healthcare recommendations for Africa.The AU launched its landmark plan, the "No Woman Should Die while Giving Life" campaign, during a heads of state summit in Kampala in July 2010.The Kenyan legislators also called for the implementation of universal healthcare plans to guarantee citizens' rights to healthcare funded through a state-run national healthcare insurance.Kenyan Medical Services Minister Anyang Nyongo said plans to introduce the universal healthcare financing were bogged down in politics and the economic downturn.Current figures show 488 mothers out of every 100,000 die while giving birth, while lack of investment in rural healthcare facilities, water and education is leading to a more catastrophic situation for millions of Kenyan women, who die from preventable diseases.The lawmakers attributed the abnormally high death rates to a combination of factors, including high fertility rates and under-funded health facilities, which made it harder for the women to receive better health services."Despite the seriousness of the situation, the implementation of program responses to maternal, newborn and child health continues to be inadequate," the parliamentarians said in a communique issued after their meeting here.They regretted the failure by the authorities to adequately invest in the provision of healthcare services, noting that recent reports indicated only 30 percent of the funds available to health authorities was being used for the intended purposes.Kenya currently spends 6 percent of its annual expenditure on healthcare, in a fiscal budget of 13 billion U.S. dollars.The lawmakers said the level of health expenditure should be raised to 15 percent.The legislators called for the elimination of fees for certain categories of medication to reduce the risk of deaths from lack of access to services, especially in remote rural areas.Donors should also join the campaign to help improve the quality of life for mothers and their children through the provision of healthcare services, the parliamentarians said.
YANGON, Dec. 29 () -- Relief work for the victims has been underway since Thursday afternoon hours after violent fire- caused warehouse blast in Yangon before dawn on the day.Relief aid is pouring in by private donors, government staff, armed forces members, artists, red cross members and the social organization of Free Funeral Services Society.In the deadly incident, 17 people including five women and five firefighters were killed and 83 seriously injured, the state radio confirmed.The earthshaking loud explosion with the privatized Myitarmon warehouse in Katoeseik ward in Mingalataungnyunt township totally hit and destroyed over 100 houses and 27 warehouses as well as three fire engines.More than 1,100 people from 238 households were left homeless and were temporarily accommodated in relief camps set up in a monastery, according to the authorities.The explosion scene lies 5 kilometers east of downtown Yangon and the blast was loudly heard 10 kilometers away from the scene.The explosion took place at around 02:00 a.m. local time shortly after a fire raged a warehouse stored with electrical goods at 01:30 a.m.. Another nearby warehouse storing medicines caught fire soon after. The explosion was caused by still other warehouses storing chemicals, according to initial assessments.However, the exact cause of the explosion is under investigation.The five-hour fire was brought under control at 06:40 a.m..
