BAMAKO, July 30 () -- Mali's Transitional President Dioncounda Traore proposed on Sunday the creation of a High State Council (HCE) which will be made up of the president of the republic and two vice-presidents who will assist the president in the accomplishment of the transition mission."One of the vice-presidents will represent the Defense and Security Forces and in this regard, he will preside over the affairs of the military reforms committee and he will also be in charge of all military issues concerning the northern Mali regions, " he affirmed.The other vice-president, he continued, will represent the remaining pressure groups in the country.The president also proposed the formation of a government of national unity and a National Transitional Council (CNT).Traore explained that in the government of national unity, there will be representatives from all sections of the pressure groups and the consultations leading to its formation will be guided by the president of the republic."The CNT which will be led by the vice-president representing the civil society groups, will have a consultative role and it will be comprised of representatives of political parties and civil society groups."Traore said the vice-presidents as well as the National Transition Council will be appointed soon after the formation of a government of national unity.The transitional president also proposed the formation of a National Negotiation Commission (CNN) in conformity to the resolutions of the leaders of the Economic Community of West African States (ECOWAS).He said that the commission will work with the ECOWAS mediator to try and find a peaceful and negotiated solution to the country's crisis.The Malian president said that all his proposals "were subject to improvement and amendment.""I want to reaffirm my confidence in the Malian security services to provide security for the president of the republic as well as to other public institutions," he declared.In conclusion, Traore said that "he remains convinced that neither the transition president, nor the prime minister as well as the ministers will present themselves during the general elections that will be organized after the transition."
