LHASA, June 22 () -- China's Tibet autonomous region on Friday started a large-scale animal epidemic survey, the first in more than 20 years in the region, to boost disease prevention efforts.Veterinaries will fan out to 40 key spots and epidemic-prone areas in Tibet over the next 18 months to collect samples and conduct clinical studies, said Tsedrum, head vet of the regional government's agriculture and animal husbandry bureau.The survey results will help the government draw epidemic prevention plans from 2015 to 2025 and set up a database for Tibet's animal epidemic situations, Tsedrum said. The last such survey was conducted in 1989.This year's survey, funded by the government, is estimated to cost 24 million yuan (3.78 million U.S. dollars), the official said.Tibet, which sits on the "roof of the world" Qinghai-Tibetan Plateau and borders India and Nepal, hosts one of the country's five major grasslands. Herding is the traditional way of living for many Tibetans. Outbreaks of the H5N1 bird flu, among other diseases, have been reported in recent years.
BAMAKO, July 30 () -- Mali's Transitional President Dioncounda Traore proposed on Sunday the creation of a High State Council (HCE) which will be made up of the president of the republic and two vice-presidents who will assist the president in the accomplishment of the transition mission."One of the vice-presidents will represent the Defense and Security Forces and in this regard, he will preside over the affairs of the military reforms committee and he will also be in charge of all military issues concerning the northern Mali regions, " he affirmed.The other vice-president, he continued, will represent the remaining pressure groups in the country.The president also proposed the formation of a government of national unity and a National Transitional Council (CNT).Traore explained that in the government of national unity, there will be representatives from all sections of the pressure groups and the consultations leading to its formation will be guided by the president of the republic."The CNT which will be led by the vice-president representing the civil society groups, will have a consultative role and it will be comprised of representatives of political parties and civil society groups."Traore said the vice-presidents as well as the National Transition Council will be appointed soon after the formation of a government of national unity.The transitional president also proposed the formation of a National Negotiation Commission (CNN) in conformity to the resolutions of the leaders of the Economic Community of West African States (ECOWAS).He said that the commission will work with the ECOWAS mediator to try and find a peaceful and negotiated solution to the country's crisis.The Malian president said that all his proposals "were subject to improvement and amendment.""I want to reaffirm my confidence in the Malian security services to provide security for the president of the republic as well as to other public institutions," he declared.In conclusion, Traore said that "he remains convinced that neither the transition president, nor the prime minister as well as the ministers will present themselves during the general elections that will be organized after the transition."

COLOMBO, June 8 () -- Sri Lanka's post-war tourism boom could be short lived if the industry does not expand and upgrade itself quickly, an industry expert said here Friday.The government has set a target of 2.5 million tourist arrivals by 2015 but stakeholders believe that the sector is not expanding fast enough to absorb such high numbers, said industry expert Sampath Siriwardena, who is also general manager of Galadari,a top hotel in Colombo titled."The industry as a whole is not ready to achieve this target. There are many areas that need intervention and focus. Besides, at the present level, there is a possibility of the country out- pricing itself from the market as well," he said.Siriwardena urged the government to establish training facilities around the country, especially in rural areas, to promote high service standards.He noted that with global players such as Shangri-la, Sheraton and Sun City entering the market there was the danger that local employment opportunities would be taken by foreigners to maintain the high standards of international companies.Since 2009 hotels have to adhere to a minimum room price, which Siriwardena said has caused Sri Lanka to lose competitiveness in the regional market.Earlier this year the government called on the industry to increase investment in hotel construction as hotel rooms are insufficient for the projected 1 million arrivals.
By Liu JieBEIJING, April 18 (net) -- There is a direct relationship between growth in sales and market scandals in many of China's boom industries.The health products sector is no exception.One of the common problems is that most companies pay more attention to advertising the alleged benefits of their wares than actually ensuring that they provide quality products and services.Even worse, there are few regulations and standards in place to ensure that the industry's advertising is fair and accurate, and the implementation of the standards that do exist leaves a lot to be desired.In addition, a lack of trust hangs over the sector, trust that is further diminished by scandals over fake and shoddy products and deceitful publicity.For example, the Beijing Times reported last August that a rural couple had been detained by police in Beijing for selling "fake Amway products".More than 20,000 units of fake products were seized by the police, although it was not reported what they were meant to be.Exaggerated publicity and fake products are key problems hindering the sustainable development of China's health products industry, according to Liu Pei, director-general of the policies and regulations department of the State Food and Drug Administration.In 2011, the China Consumers' Association reported it received 6,138 complaints regarding health products, of which 2,611 were about quality, 812 dealt with exaggerated advertising, and 535 about fake products.A further complication is that the country's health products supervision and administration regulations, which have been on the drawing board since 2008, have yet to be enacted.Several versions of the draft law have been distributed for experts' discussion. But there is no telling when the final version will be ready for legislative approval.Liu said that the law was being delayed because various authorities had failed to reach a consensus on the definition of health products.The planned law would define the division of responsibilities among different government agencies, and how they should coordinate with each other, she said.Apart from the State Food and Drug Administration, a number of other government agencies are involved in the supervision and administration of health products, including the ministries of health and commerce, the State Administration for Industry and Commerce, and the General Administration of Customs.(Source: China Daily)
